Centering artwork by eye can hide a small placement error until the sample is finished. A more useful first step is to choose one physical edge of the blank as the reference and write down how the artwork relates to it.
Mark the orientation, note the artwork version, and photograph the unmarked blank from directly above. Keep that reference unchanged while testing placement. If the result looks off, you then have one stable point from which to diagnose the layout instead of starting from memory.
